COUNTY OF BALDWIN
The City Council of the City of Fairhope met in a regular
session at the City Hall, Monday, September 139 1965 at 7:30 p.m.
with the Mayor and all councilmen present.
Minutes of previous meeting were approved.
Motion by Councilman Stipes, seconded by Councilman Rey-
nolds that the electric service line strung across Parker property
on North Section Street be removed. Motion carried unanimously.
Following a discussion on 4-lane highway the Executive As-
sistant was instructed to set up a meeting between district high-
way engineers$ city officials and local businessmen.
Motion by Councilman Reynolds, seconded by Councilman
Gatpen,,that Byrd Moore Engineering Company be authorized to
meet with State Highway Department engineers in reference to
City utilities along Highway Right-Of=Way. Motion carried unan-
imously.
Motion by Councilman Reynolds, seconded by Councilman
Stipes that City Attorney, John Duck be authorized to reject set-
tlement out of court offered in Holman case. Motion carried.
Dr. Mullins, Chairman of the Airport Board reported
on progress on extension of runways, City Clerk was authorized to
transfer $i200.00 from the general fund to Airport Board account
for operating expenses.
Members of Recreation Board met with Council to discuss
plans, recommendations for future programs. Council granted
permission to the Recreation Board to lay out baseball fields
as outlined on the Volanta Area park property.
Motion by Councilman Reynolds, seconded by Councilman
Spader that the City Attorney to continue with the defense of
case with Fairhope Single Tax Colony, Voting _,�- Councilman
Spader, Stine, Reynolds, Stipes. Councilman Gaston abstained.

Motion by Councilman Gaston, seconded by Councilman
Stipes that the Mayor be authorized to enter into a contract
with New England Mutual Life Insurance Company for retirement
program for City employees and the Mayor and City Clerk be
authorized to make payment for same. Motion carried unanim-
ously.
Motion by Councilman Gaston, seconded by Councilman
Stipes that the Council approve publication of supplement
#3 to the City Code. Motion carried unanimously.
Motion by Councilman Spader, seconded by Councilman
Gaston that letter from State Planning Board concerning
Federal Housing Grants be tables until meat meeting. Motion
carried unanimously.
Motion by Councilman Stine, seconded by Councilman
Reynolds that the following ordinance be introduced.

ORDINANCE NUMBER 343
AN ORDINANCE AMENDING ZONING ORDINANCE # 295
BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FAIRHOPE, ALABAMA, that Section 13
District Boundaries of Zoning Ordinance No.
295 be amended as recommended by the Planning
and Zoning Commission by rezoning the following
described property from R-2 to B-1.
From N. W. Corner of S. W. 1/4 of S. W.
1/4 of Sec. 16 T 6 S, R 2 E, run east
40' and north 25 ft., for a point of
BEGINNING; thence run east 628 ft.,
thence nor th 589 ft., thence west 628
ft., thence south 589 ft., to point of
BEGINNING, containing 8.5 acres more
or less and lying in S.W. 1/4 of N. W.
1/4 of S.W. 1/4 Section 16, T 6 S.,
R 2 E.
Motion
Motion by Councilman Stipes, seconded by Councilman
Gaston that the City engage services of Smith, Dukes and
Buckalew for the annual audit after October 15, 1965.
Motion carried unanimously.
Motion by Councilman Gaston, seconded by Councilman
Spader that the Fairhope Courier be given order for 1965-66
receipt books. Motion carried unanimously.

Motion by Councilman Stipes, seconded by Councilman
Reynolds that the Mayor be authorized to contact the Alabama
Power Company in reference to electrical service contract.
Motion carried unanimously.
The following bids were received on pick-up trucks:
Klumpp Motor Company, Inc., $19477. 64-.
Gaston Motor Company, Inc., $1954.8.50.
Motion by Councilman Stipes, seconded by Councilman
Reynolds that low bid of Klumpp Motor Company, Inc., for 1/2
Ton pick-up truck be accepted. Voting for, Councilman Gaston,
Stine, Stipes, Reynolds; Councilman Spader abstaining.
Motion by Councilman Gaston, seconded by Councilman
Stipes that bills be approved for payment. Motion carried
unanimously.
At the request of Councilman Reynolds, and the Police
Department, the City Attorney was instructed to draw up or
dinance regulating operation of motor -bikes. (.4
Bids from Carl Grant of Robertsdale, and Foley Tractor
Company for mower were opened. Motion by Councilman Gaston,
seconded by Councilman Reynolds that bids for mower be referred
to Mr. Dyson and Mr. Ruge with authorization to purchase mower
best suited to purposes of the City. Motion carried unanimously.
Mr. Dyson, General Superintendent was instructed to
paint a cross -walk across Section Street, connecting the
South side of Greers and the post office.
Motion by Mr. Stipes, seconded by Mr. Spader, that
the City Attorney be instructed to draw up a merit system �-
for City employees, specifying that the system will be under
the supervision of the Mayor and Council. Motion carried
unanimously.

Motion by Councilman Stipes, Seconded by Councilman
Stine that the Water Purchase Contract be turned over to the
City Attorney. Motion carried.
Motion by Councilman Stipes, seconded by Councilman
Stine that the meeting adjourn. Motion carried.
