STATE OF ALABAMA
COUNTY OF BALDWIN
The City Council of the City of Fairhope met in regular session
at the City Ball, Monday, April 12, 1965 with the following
members present: Mayor Macon, Councilmen Reynolds, Stipes,
Gaston and Stine. Councilman Spader absent.
Minutes of the previous regular meeting were approved.
Insurance on playground areas and swimming pool area was referred
to the Recreation Board for recommendation.
Motion by Councilman Gaston seconded by Councilman Stine that
the City fulfill their obligation and check the erosion at the
Municipal Airport. Notion carried unanimously.
The following quotations were received on Heavy Duty Hydraulic
Pipe Cutter:
James B. Clow & Sons, Inc. $399.00
Davis Meter & Supply Co. 399.00
Wheeler Mfg, Corp. 399.00
Motion by Councilman Stipes seconded by Councilman Gaston that
Frank Wiggins be authorized to purchase Heavy Duty Wdraulio
Pipe Cutter, outs 4" thru 12". Motion carried unanimously.
Request of Frank Hanel for correction of drainage problem on
his property on Ingleside was discussed. Mr. Dyson and Moore
Engineers were requested to make a survey of other property in
the area and make a report to the Council at their next regular
meeting.
Request to resurface the tennis courts on St. James Street at an
approximate cost of $950,00 was referred to the Recreation Board
for recommendation.
Notion by Councilman Stipm seconded by Councilman Reynolds that
the request of Phillip Mitchell to sell packaged beer at Quie-Pic
Grocery on Greeno Road be rejected. Notion carried unanimously.
The following quotations were received on 2" pipe as per speolfi-
cations:
Southern Pipe Coating Co. 38.16 per C ft.
2% - 10 days
Jc Consolidated Pipe & Supply 39.00 per C ft.
1% - 10 days
Motion by Councilman Reynolds seconded by Councilman Gaston that
the City accept low bid of Southern Pipe Coating Company.
Notion carried unanimously.
Motion by Councilman Reynolds seconded by Councilman Stine that
painting of Red Cross building be tabled. Notion carried.
Motion by Councilman Stipes seconded by Councilman Gaston that the
request of A. Co Levi to vacate a portion of Satsuma Street be
referred to the City Attorney. Notion carried unanimously.
Motion by Councilman Stine seconded by Councilman Reynolds that
the City make necessary repairs on the wharf at an approximate
cost of $350.00. Motion carried unanimously.
The adoption of Section 4 of the Southern Building Code was tabled.
Motion by Councilman Gaston seconded by Councilman Reynolds that
the following Ordinance be introduced as recommended by the
Planning and Zoning Commission. Notion carried unanimously.

AN ORDINANCE AMENDING ZONING ORDINANCE # 295
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FAIRHOPE, ALABAMA that Section 139, District Boundaries of Zoning
Ordinance No. 295 be amended as recommended by the Planning
and Zoning Commission by rezoning the following described property
from R-1 to M-1t 63
JflLots 20 and 21, block �, Central ParkB-3
East 330 ft. of N 332. ft. and S 92.4 ft.
of remainder of North 332.4 ft,, and all the
remainder of S.E. Quarter of S.E. Quarter of
S.W. Quarter, Section 179 Division 49 except
East 200 ft. thereof. N` I
Notion by Councilman Stine seconded by Councilman Reynolds that
the Airport Board be authorized to make application for Federal
Aid to widen, strengthen and lengthen runway at the Municipal
Airport. Notion carried unanimously.
Motion by Councilman Stine seconded by Councilman Gaston that
the bills be approved for payment. Motion carried unanimously.
Motion by Councilman Stipes seconded by Councilman Gaston that
the regular meeting of the City Council on April 26, 1965 be
postponed to Wednesday, April 289 1965 at 7:30 P. M. at City
Hall. Motion carried unanimously.
Notion by Councilman Stipes seconded by Councilman Stine that the
City appropriate $425,00 to the School of Organic Education to
send the Folk Dancers to Stephen Foster Memorial Festival.at
White Springs, Florida, May 7 through May 10. Motion carried
unanimously.
The committee of Councilmen Spader, Stipes & Reynolds appointed
by the Mayor to look into the possibility of a site and construc-
tion of a Recreation Building that would meet the needs of the
City now but not to take the place of an Auditorium, presented
a layout of the area selected and the proposed building.
Motion by Councilman Stine seconded by Councilman Stipes that
the City_ Council give a vote of confidence to the committee for
work done to4date on -possible -Recreation Building at the Red
Cross Building park site and the designs and that this same
Committee be requested to continue their efforts to the extent
of obtaining feasibility and cost estimates to implement the
proposed program. Upon being put to vote the following vote
was recorded: For: Councilmen Stine, Stipes and Reynolds.
Against: None. Councilman Spader being absent. Councilman
Gaston abstained from voting. Motion cartted.
Mayor Macon appointed Councilmen Gaston and Stipes to work with
the City Attorney on Retirement Program for City Employees.
Motion by Councilman Reynolds seconded by Councilman Gaston
that City approve low bid of Thoss Sporting Goods on Recreation
Equipment for summer program. Notion carried unanimously.
Councilmen Stipes and Moore Engineers presented tentative plan
for four lane highway from the Y to Natgnolia Avenue. Held for
further study. -
Motion by Councilman Gaston seconded by oilman Stine that
the meeting adjourn. Notion carried.
