STATE OF ALABAMA
COUNTY OF BALDWIN
'The City Council of the City of Fairhope met in regular
session at the City Hall, Monday, January 11, 1965 at 7:30 P. M.
with thefollowing members present: Mayor Macon, Councilmen:
Spader, Reynolds, Stine, Stipes and Gaston.
Minutes of the previous regular meetings were approved.
Motion by Councilman Stipes seconded by Councilman Gaston that
Dixie Laboratories be hired to make necessary tests on new road
to High School. Motion carried.
Request of Paul Fredericks to pave Bon Secour from Gayfer to
Volanta was tabled for further study.
Motion by Councilman Gaston seconded by Councilman Stine that
the request of Pic -A -Pao Grocery and Mitchell Grocery for packaged
Beer permit be approved. Upon being put to vote the following
vote was recorded: For: Councilmen Gaston and Stine. Against:
Councilmen Spader, Reynolds and Stipes. Motion defeated.
The following bids were received on Caterpillar Diesel Electric
Set:
Fish River Dredging Co., Inc. $1665.00
Angelo Mattei 405.55
Motion by Councilman Stipes seconded by Councilman Gaston that
the Mayor and Jack Kirk be autbrized to tally bids and accept
high bid if feasible. Motion carried.
A petition requesting water extension on Greeno Road was referred
to Mr. Dyson to run survey and report at next regular meeting.
Councilman Stine introduced the following Ordinance which was
seconded by Councilman Gaston.
ORDINANCE # 333
AN ORDINANCE AMENDING ORDINANCE N0, 221 PROVIDING GENERAL
LICENSE TAXES IN THE CITY OF FAIRHOPE, ALABAMA AND ITS
POLICE JURISDICTION.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE,
ALABAMA as follows:
Section 1. That Ordinance No. 221 be amended by adding
Schedule 199. Travel Agencies - For each person operating a
Travel Agency $12.50.
Motion by Councilman Gaston seconded by Councilman Stipes that
Ordinance # 3311, An Ordinance vacating Central Boulevard and
Introduced at the regular meeting of December 11, 1964 be adopted
as introduced. Motion carried unanimously.
Motion by Councilman Gaston seconded by Councilman Stipes that
Ordinance No. 3329 An Ordinance Amending Section 13 of Zoning
Ordinance No. 2959 introduced at the regular meeting of December
119 19649 be adopted as introduced. Motion carried unanimously.
m Mrs. McLendon and Mr. Craig met with Council pertaining to Paving
Assessment on Pensacola Avenue. Referred to City Attorney for
report at next regular meeting of the City Council.
Motion by Councilman Gaston seconded by Councilman Reynolds that
up to $19000.00 be allocated to the Planning and Zoning Commission
to hire Consultant. Motion carried.
Motion by Councilman Stipes seconded by Councilman Spader that
the followi streets be oened as requested by George Stejskal:
Simon ffom GLLayfer to Edwards.
Westle from Central Boulevard to Gayfer.
Central from Westley to Ingleside.

Request of Mr. Griffith to build Municipal Golf Course was
tabled.
The following quotations were received on track type earth loader
and referred to City Attorney and George Dyson for evaluations

Motion by Councilman Stipes seconded by Councilman Spader that
the City purchase 2 sets Side -Pak for the Gas and Electric
Departments. Motion carried.
Moore Engineers reported on Boone drainage which was referred to
George Dyson.
Motion by Councilman Gaston seconded by Councilman Stipes that
the bill of Moore Engineers for surveys and plans on Bancroft St.
and Bayou:: -Drive in amount of $29160.00 and the bill of Stuart
Construction Company for clearing and fill in the amount of
$19320,00 be approved for payment. Motion carried.
Motion by Councilman Reynolds seconded by Councilman Stipes that
a committee of three Councilmen be appointed by the Mayor to
look into the possibility of a site and construction of a Civic
Center that will meet the needs of Fairhope now. This Civic
Center is not meant to take the place of an Auditorium. Motion
carried. The Mayor then appointed Councilman Spader, Stipes
and Reynolds as the committee.
Motion by Councilman Spader seconded by Councilman Gaston that
the bills be approved ffor payment.
Motion by Councilman Stipes seconded by Councilman Spader that the
salaries of Department heads be set as follows;

the meeting adjourn. Motion carried.

AGREEMENT
THIS AGREEMENT made between DONALD MILLS, Consulting Engineer, of Selma,
Alabama, and the CITY OF FAIRHOPE, ALABAMA, witnesseth as follows:
1. THE ENGINEER.
(a) will prepare construction plans and specifications for the WATER
TREATMENT PLANT at Well No, 5 on Ingleside Avenue.
(b) will submit these documents to the State Department of Health for
approval and will furnish the City with an approved set.
(c) will furnish prospective bidders with copies of the plans and speci—
fications, will tabulate and check the proposals submitted and will
recommend an award of contract,
(d) after the contract has been awarded, will review and approve the shop
drawings and equipment schedules submitted by the contractor, and will
visit the project for consultations during the construction period if
so requested by the City.
2. THE CITY
(a) will pay the engineer for the above enumerated services a fee of 5z';
of the final construction cost of the improvements payable as follows:
(1) 5% of the cost of the improvements upon award of each construct—
ion contract,
(2) upon completion of the construction work an amount which added to the
other payments will equal 51% of the final construction cost.
(b) will utilize its own forces to supervise the construction of the project.
IN TESTIMONY of the foregoing the parties hereto have signed this agree—
ment on the day of
