County of Baldwin
The City Council of the City of Fairhope met in regular session at the
City Hall , Monday,, May 14, 1962 with the following members present:
Mayor J.be Schneider, Councilmen: Boone, Gaston, Nelson and Poser. Council—
man Schermer being absent.
The minutes of the previous regular meet;ng of April 23 and special meeting,
of April 30 th were read and approved as read.

with the Association to work out a building program agreeable to the City
and the Art Association.
Councilman Boone introduced the following Resolution which was seconded by
C ouncilman Gaston..
BE IT RESOLVED that the City turn the- ,Mun is i pal Bu i I d i ng, program over
to the Zoning and Planning Board for recommendations asto the necessary
public bui'Idings needed, sites and a priority as to how they are to be built.
Be It Further Resolved that not more than $2,000 be authorized for this study.
Action on Resolution to be taken at the next regular meeting of the Council,
on .v1ay 28, 1.962.
r A letter from a committee for proposed Youth Council requesting the City to
appoint a committee to meet with them to work out program for a Youth C ouncil
in the City was read to the meeting. Th& Mayor appointed C ouncilman Boone,
a representative -from the Recreation. Board, and the Chief of Police to meet
wi th the group on Tuesday,: May 15,11.962:.
Motion by Councilman Boone seconded by Councilman Poser that the 1962 Street
Improvement Program be placed at $4.00 per running foot per side and that the 0`_
Engineer work up the Assessment based on this figure. Motion carried.
A request for $300.00 for f i .reworks di sp I ay on J!u I y 4th from various organizations
in the City was presented and discussed. ,'potion by �- ouncilman Poser seconded by
Councilman Boone that the request be referred back to the Chamber of Commerce.
Upon being, put to vote the foIIowmrrg vote was recorded: For: C ouncilman Boone
and Poser.. Against: Councilman Gaston and Nelson.
Motion by Councilman Boone seconded by Councilman Poser that the Police and
Fire Departments of the City of Fairhope be authorized: to put on fireworks
displ.a.y on the beach, July 4, 1962 at 7:30 P.M.. The Council further authorizes
$30.0.00 to finance same.. Motion unanimously carried.
Motion by Councilman Poser Seconded bey Councilman Boone that in view -of the
fact that a motion was made at a prior meeting authorizing Moore Engineering
Company to proceed with paving and drainage on Bancroft Street from Fairhope
Avenue to Magnolia Avenue on an assessment basis to fulfill the request of
the.Heatth Department as stated in Mr. Berglin's letter to the City that -'the
plans for underground drainage as submitted by the Fairhope, Single Tax Corporation
be rejected. Motion carried.

Motion by Councilman Boone seconded by Councilman Poser that the following,
'Resolution be adopted,
BE IT RESOLVED that upon a. request from Mr. Pitman to complete necessary
improvements on Ridgewood Circle and upon deposit of sufficient funds with the
City to cover costs of same:, the, building superintendent is instructed to issue
building permit to Mr. Pitman for residential building on Ridgewood Circle.
These improvements to be in accordance with Moore Engineering Company plians.dated
March„ 1962, Sheet -#15.. An approved sewer installation will be required prior
to paving Ridgewood Circle, sewer installation to be at expense of the subdivider.
Be It Further Resolved that Moore Engineering Company be authorized to negotiate
with Weaver Construction Company for cost of these improvements.
Motion carried.

need:forr sewer installaf on tin the Young and Nichols Street area was read and
d i scussed. Mot i on by Counc i I man Poser seconded by Counc i I man Gaston that Mr.
Donald Mills, Engineer, be authorized to proceed with plansand specifications
for approz- ma.tely 6,000 feet of sewer on Young; and Nichols Streets, advertise
for bids and recommend to the Council as to I ovi bidder. This improvement to
be paid out of money from the 1961 Ga¢, Water and Sevres Bond Issue. Motion
carried.
Motion by Councilman hel son seconded. by Councilman Gaston that Mr. Walter
Dumas be authorized to proceed with Street marking program at a. cost of
$600.00. Motion carried.
Motion by Councilman Gaston seconded by Councilman Nelson that the following
Resolution be adopted:
BE IT RESOLVED BY THE CITY COUNC IL OF THE CITY OF FAIRHOPE that bt*a the
moneys returned by the Merchants. National Bank of Mobile that were remaining
in the Cushion, Surpl.us and Bond Funds of the -City of Fairhope I st Mortgage
Gas Revenue Bonds. dated 1950, - k the amount of $33,056,41 and the money
remmi-n.ing in the Contingent'Fund in the Bank of Fairhope from the same.,Bond
Series in the amount of $1.8,781.22 be placed in a 1962 Street Construction
Fund in the Bank of Fairhope. Total amount of moneys involved 051,837.63.
Motion carried.
Motion by Councilman Poser seconded by Councilman Boone that
bills be approved for payment: Motion carried.
