The: minutes of the previous regular meeting were read and approved as read.. Motion by Councilman Boone secondedl by Councilman Gaston that -the Mayor and C i ty Clerk be authorized to sign contract with W. R. Mitchel 1, Contractor, upon the. recommeddation of Mr.'Don&ld Mills, Engineer, for the construction, of the water main to the new elevated tank at, a cost of 476,360,05, Mot-i:ort carrri ed. Mr. Turnbull met with the Counci l protesting the $6O.D0 l icense fee for out ofi town real tors. Tiaken under advisement. Malcolm to open street was referred to the. Planning Board. Motion by Councilman Nelson seconded by Councilman Boone that the following Resol:ut i on be adopted. Motion carried. Yar Jbbm BE IT RESOLVED BY THE C ITY COUNCIL of the C tty of Fa i rhope that, WHEREAS, it is the d.esi re of the: present Mayor and Councilmen to provide a su i tab 1 e A-s semb 1 y Ha IA , Or Community Center, for the accomodat i on of the c i t iizens and organized groups thereof, for promotion of sports, the Arts and Sc. iences,. and: to pr. ov i de a meeting place for groups of vd`i ous sizes and furthermore to attract area wide convention to our City, And WHEREAS, it has been determined that this project, is ar proper use of the public funds if it generally desired by the ettizens, and furthermore that the most prodent and suitable time for this construction is after the sub— stantial comp l,et i on of the present- large construction, program. NOW THEREFORE UT IiS RESOLVED by the C i ty Counc i I of the C i ty of F a i rhope that i t i ntends at the f i rst regu I aFrr meet i ng a<f ter January I , 1!963, and of ter the audit- of the current yea-rr has been atudied and the operat i n budget for 1963 has been determined, to appropriate such funds as are then. available from the General Fund and other funds controlled by the City for the construc— tion of this fac=i 1 i.ty,, andi furtthermore wi 1 1 proceeds with the i ssutng and sale of a sufficient amount of General Obligation Bonds necessary to pay all costs of pl ann-i ng, engineering, construction and,furnishing of the fac i l iity, exclusive of site cost andl.andscaping. Provided, however, that any add— iit i onal. cost of spec i as spout eq,u iipment, etc., not i nc I uded herein may be furnished by the Recreation Board from funds accumulated from Special Recreation Tax on beer and cigarettes and reserved for this purpose. BE IiT RESOLVED BY THE CITY COON✓ IL OF THE C 1 TY OF FA IRHOPE that, WHEREAS, A continuing study of the financial needs of the City cl�scloses that all or a large part of the monies paid into the General Fund from the Cushion fund. and special funds of the 1950 Natural Gas Bond Indenture may best be used: for f i nano i+ng the, street paving project now under bid, such, financing being repayable to the City, on an assessment basis and earning (dfm per annum, and for other good and' profitable uses, and WHEREAS, several large construction `projects are no-Oeither under contract, or advertsised for bids, the supervision thereof requiring the close attention pf the mayor, City Councilmen, City Business Administrator, City Engineer, C i ty Superintendent and C i ty Attorney, i t` is not at th is t i me in the publ Tc: interest to attempt another large construction project such as an Assembly Hall or, Community Center. THEREFORE BE IT RESOLVED that the: Resolution by the City Council of the C i ty of Fa i rhope at the regu I ar ire eti ng on Monday, February 12, 1,962 sett i ng; aside they sum of Fifty Thousand ($50,000.00) for the construction of an Assembly Hall, or Community Center, be and is hereby rescinded. Mr. Werley, Mr. Wainwright, Dr. Mul bins and other interested: parties met with the Council with a request that theCity file application with the Federal Government for Federal. A' i d f`or Mun tc i pa 1. Airport in Fa i rhope. The C ounc i 1 agreed to meet with this, group on Monday, March 5, 1962, to further discuss their request. The C i ty Attorney and.Counc i I di scussed parking meters but no action was taken. ' Motion by Councilman Boone seconded by Councilman Poser that the meeting, adjourn to meet on -Friday, M'arrch 9., 1962 at 2t:00 P.M. Motion carried. Furthermore, many of the small business firms cannot afford 100;j radio and newspaper advertising.
