County of Baldwin
The City Council of the City of Fairhope met in regular session at the City
Hall, Monday, June 28, 1960 with the following members present: Mayor
E. B. Overton, City Manager C. B. Niemeyer,, Councilmen: C. F. Belew, M. 0.
Berglin, W. 0. Poser, W. R. Ruffles and B. L. Shull.
The winutes of the previous regular meeting were read and corrected to read
that Mr. Julius King be employed as "Public Relations Director".
Motion by Councilman Berglin seconded by Councilman Ruffles that the minutes
be approved as.corrected. Motion carried.
Miss Helen Call Pequested that the Police Department check on traffic and park-
ing on Magnolia Avenue and that a stop light be instklled at Magnolia Avenue
and Bay View.
Mr. Craig and Mr. Bl!oxham met with the -Council pertaining to paving streets in
subdivision approved by the Planning Board.
Motion by Councilman Belew-seconded by Councilman Poser that Mr. Craig and
Mr. Bloxham be allowed to proceed. with paving subdivision subject to Attorney
Ducks opinion as to time Iirmit on Planning Board- approval. Motion carried.
Mr. BilA West requested to City to donate to fireworks display for the July
4th celebration. Request rejected as City cannot I egad, ly make donat i rn s.
Motion by Councilman Shull seconded by Councilman Poser that Claude Arnold
be employed as City Engineer eff.ecitve. July I, 1960, as per his letter to
the Council dated March 7, 1960. Motion carried.
Motion by Cound'ilman Ruffles seconded by Councilman Shull that Mr. R. Roy
Moyers be reappointed to the Water and Sewer Board for a period of sib, years,,
effective June, 1960. Motion carried.
Motion by Councilman Berglin seconded by Councilman Shull that the City place
afull page Ad in Gulf States. Motion carried.
Motion by Councilman Ruffles seconded by Councilman Belew that the City pay
Claude,Arnold an additional 107.50 for engineering on Nichols and Young Sts.
Motion carried.
Motion by Councilman Berglin seconded by Councilman Poser that the meeting
adjourn. Motion carried.

Fairhope City Council,
Fairhope, Alabama.
Gentlemen:
In response to a request from Councilman Barney L. Shull,
who has indicated to me that it is possible that your council
may appoint someone to act for the City of Fairhope as City
Engineer on a semi -permanent basis, I wish to submit the following
proposal:
If appointed as City Engineer, to accept such appointment,
and to do and perform the following acts and services in carrying
out such appointment:
a.- Attend City Council meetings, and to advise the Council to
the fullest extent of my knowledge and experience in matters
relating to civil engineering, construction work, boundary --
line and right-of-way matters, etc.
b.- Advise city officials to the best of my knowledge and experience
upon any subject related to the fields of my practice, I. e.,
road, street, drainage structure, bridge & culvert design,
sanitary engineering, water supply engineering, and land
surveying, whenever called upon for advise.
c.- To accept and answer all telephone or personal complaints,
questions and queries from local constituents, as calmly,
courteously, and quietly as may be possible and reasonable
under the circumstances, whenever such are referred to me.
d.- If so instructed by the Council, to advise the City Planning
Commission and Board of Adjustment and Appeals upon technical
matters falling within the provinces of my practice.
e.- To make available to the City of Fairhope under the following
schedules, the services of my firm, Fairhope Title & Survey Co.;
Surveying parties: Labor cost, plus 11.25 per hr. equip. rental,
Plus 50% of total of above, plus �4.00 per hr.
for my time, if I accompany survey party.
Engineering Services: Percentage fees, as follows: Service to
full engineering surveys, planning, plans,
specifications, engineering supervision, and
full inspection:
Projects of 41)2500 total cost, contractor's Est., OPEN ACCT.
Projects of 12500 to 04000, Contractor's Fst., 15%
Projects of '1,4000 to 65009 12 -Vo
Projects of 6500 to ,8000, " " " 10%
Projects of ti,8000 to 4'20,000,11 fl it 8%
Projects of more Than 820,000 total contractor's
estimate, to be arranged by negotiation.

All facilities of my firms' office will be available to the
municipality, at reasonable rates. Maps will be furnished when
required, from files, at reproduction cost plus 50%. Maps requested
that require drafting and compilation will be furnished at drafting
room labor, plus 4.0; labor costs to defray overhead and materials
costs.
As City Engineer, I will expect to be accorded the privilege
of initiating construction and repair and improvements projects;
in event of such projects being adopted for completion, the fees
set out in above schedule will be applicable; in such cases where
the Council fails to act favorably upon a recommended project,
no fees will be payable for engineering planninm or survey services
expended in connection with such project, unless and until such
project is accepted for construction. If accepted for construction,
fees for such projects initiated by myeelf will be payable 1/2 upon
completion of plans and specification, and 1/2 as construction pro-
gresses, final payment to be made when final payment is made to the
contractor. If work is carried out by municipal employees, fees to
be arranged and stated by letter before entering- into work.
In the case of work requested by the Council, fees for engineering
plans and surveys will be payable in accordance with above schedule
whether the project is undertaken or not.
In the event that your council acts favorably upon this proposal,
I suggest that this letter be included in whatever records it is reason-
able and proper to be entered in, as a part of an employment contract;
nothing herein however to have any effect upon any work at present in
process nor upon any fees due or to become due for work done hereto-
fore or currently in process.
My remuneration, as City Engineer, if appointed, to be FIFTY
DOLLARS ($p50.00) per month, beginnin7 with the month in which
appointment is made, and payable monthly. This appointment, if
made, is hereby conditionally accepted only until the expiration
of the term of office of the presently incumbent Councilmen and
Mayor.
