County of Baldwin
The City Council of the City of Fairhope met in regular session at the
City Hall, Monday, June 13, 1960 with the following members present:
Mayor E. B. Overton, City Manager, C. B. Niemeyer, Councilmen;
W. R, Ruffles, M.O. Berglin, C. F. Belew, W. 0. Poser; absent, B.L. Shull.
Motion by Councilman Belew., seconded by Councilman Berglin that Eloise T.
Wilson be appointed acting Clerk in the absence of Marie Moore. Motion carried.
Motion by Councilman Berglin, seconded by Councilman Poser, that the minutes
of the previous regular meeting be approved as read. Motion carried.
Tolbert Brantley, attorney for E.R. Bain, presented Mr. Bain's contention
that the paving on Kumquat Street did not improve his property to the
extent of the amount of the paving assessment and requested that the
Council consider a reduction in assessment charges with a decision to be
given him within two weeks.
Motion by Councilman Ruffles seconded by Councilman Poser that the Council
refuse Mr. Bain's request for a reduction in his paving assessment and
that City Attorney Duck so notify him by letter. ,Motion carried.
Aletter from Mrs. Winifred Duncan Ward was read.
Letter from M. C. GuiIiani, Mayor of Loxley was read.
A letter and statement for additional charges from the Fairhope Title and
Survey Co. for work on Nichols Street was read. Action postponed until
next meeting, pending investigation.
City Attorney Duck gave the opinion that the sitn of Mrs. Eula Beasley
on Mobile Avenue was within her legal. rights.
Mayor Overton proposed that the employment of a "Good Will Ambassador" to
promote F&irhope as a place to live be considered:.;, and suggested Julius King.
Motion by Councilman Ruffles, seconded by Councilman Belew, that effective
June 1.5, 1960, Mr. Julius King be employed as Goodwill Ambassador to
promote Fairhope at a salary of $100.00 per month, with the question
of expenses to be decided on later. Motion carried.
City Attorney Duck reported a reversal on demurrer in the S&H Stamp suit
by the State Supreme Court. He was instructed to file a general denial
to the suit and to negotiate with the S�eH Company for settlement of the

Motion carried.
Motion by Councilman Belew, seconded by Councilman Berglin that the terms
for gas service to Pineda Island as proposed, by the U. S. Land Development
Corporation, in their I45tter dated May 9. 1960 be accepted and that the gas
Superintendent be and hereby is instructed to proceed with installation
of distributin4/lines and obtaining of bids for installation of main lines.
Motion carried.
Motion by Councilman Berglin seconded by Councilman Belew that the meeting
adjourn. Motion carried.
