County of Baldwin
The City Council of the City of Fairhope met in regular sessbn
at the City Hall, Monday, April 12, 1954 with the following
members present: Mayor T. J. Klumpp, City Manager C. B.
Niemeyer, Councilmen: M. 0. Berglin, L. E. Blatchford, R. C.
Macon, J. D. Mason and E. B. Overton.
The minutes of the previous regular meeting were read and
approved as read.
Motion by Councilman Overton seconded by Councilman Berglin
that the City reject all bids submitted on part of Block 23
of Volanta lying West of Alabama State Highway 89. Motion
carried.
Motion by Councilman Macon seconded by Councilman Blatchford
that the Mayor be authorized and directed to appoint Mr. H. R.
Chamberlain as Civil Defense Director for the City. Motion
carried.
Mr. Pete Wiggins and Mr. John Beasley representing the Volunteer
Fire Department requested a donation from the Council to send
four men to Fire School at the University of Alabama from May
3 to May 8, 1954: Motion by Councilman Berglin seconded by 4'
Councilman Mason that the City donate $100.00 toward this ex-
pense. Motion carried.
Mr. Arthur Mannich met with the Council with the
parking on Section street be changed to diagonal
Councilman Overton and Councilman Macon to go to
meet with the State Highway Director to see what
about this change.

A group of citizens met with the Council concerning the Garbage
Ordinance which was thoroughly discussed and explained.
The following Ordinance was introduced by Councilman Blatchford
seconded by Bouncilman Overton. Ordinance to be known as
Ordinance # 227.
Be It Ordained by the City Council of the City of Fairhope
as follows:
SECTION 1. That from and after the adoption of this Ord-
inance no commercial, manufacturing or industrial building or
building used in connection therewith shall be erected on the
East side of Bancroft Street nearer than ourteen (14) feet
om the property line o said streetl�p
SECTION 2. No permit shall be issued for the erection of
any building on East side of said street unless and until proper
plans and specifications have been presented to thA Council
showing the location of the building to be erected; provided,
however that the Council may by a two-thirds vote, in instances
deemed proper by the Council, waiver the requirements of this
Ordinance.
SECTION 3. It shall be unlawful for any person, firm,
corporation or association to erect any building on East side
of said lmicr street without first obtaining a permit therefor
and upon conviction shall be fined not less than $1.00 nor
more than $100.00 and sentenced for not more than 90 days.
SECTION 4. Any person who shall erect any building in
violation with this Ordianance shall remove the same upon
notice by the Mayor requiring such removal.

This Ordinance shall be effective from and after its pass-
age and approval.
