The City Co uncil met in a Work Session
at 3 :0 0 p .m ., Fairh op e Municipal Compl ex Co unci l Chamb er ,
161 North Section Street, Fairhope, A l abama 36532 ,
on Monday, 26 August 2 024 .
Prese nt were Council Pres ident Co rey Martin , Councilmembers: Jack Burrell
(arri ved at 3 :06 p .m.), Jimm y Conyers , Jay Robin so n , and K ev in Boone, Mayor
Sherry Su ll iv an , Ci ty Attorney Marcu s E. McDowell (arri ved at 4: 15 p.m .), Attorney
Christopher S. Williams, and City C lerk Lisa A . Hanks.
Co un c il Presi dent Martin call ed the meeting to order at 3:06 p .m.
The fol lowing topi c was discussed :
• T he first item on th e Agenda was the Presenta ti on of th e Draft Comprehen sive Plan .
Planning Director Hunter Simmons introduced B ecky Rogers an d Shane Bergin with
Neel-Schaffer and Keith Covington wit h Common Ground Urban D esign + Plannin g.
Mr. Covin gton addressed th e C ity Co un c il and presented th e Draft Comprehen sive
Plan an d explai ned th e hi gh l ight s of the Plan. The Fairhope Comprehensive P lan is a
blueprint for the future growth and deve lopm ent of th e C it y . It is the res ult of
feedback from hundreds of citi zen s and addresses topics related to land use,
deve lopment character, natural and cu ltural resources , mobility , infrastructure,
community faci li tie s, recrea ti on , public services , housing , and economics . The
Fairhope Comprehe nsive Plan will guide the C it y's decisions for future developm ent.
While the plan it self is not lega ll y binding, C it y stan dard s wi ll be updated to matc h
th e plan recommendations , th ere b y providing th e C it y a lega l way to implement plan
co mpon ents. (The Draft Comprehensive Plan can be found on the Pl annin g & Zoning

Mayor Sherry Sullivan sa id we h ave an ordinanc e in place prop erty located outside
th e Fairhope corporate limits , but contiguous to th e corp orate limits, must be annexed
into th e C it y of Fairhope prior to the establishm en t of any new connec tion s to th e
Fairhope Water System.
At the requ est of the City Attorney , Marcus E. McDowell , th e City Council
wi ll ri se from th e meeting to go into Executive Session ba sed on Alabama Code §
Section 36-25A-7(a)(4) to di sc uss securit y plans , pro cedures , assessments, mea s ur es,
or syste ms , o r th e sec urit y or safe ty of persons , st ructures, facilities , or other
in frastruct ur es , the public di sclos ur e of whi ch co uld reasonably be expected to be
detrimen ta l t o public safety or welfare. The approximate tim e to be in Executive
Session is 45 minutes . Counci lmember Burre ll mo ved to go into Executive Session .
