Present were Council President Corey Martin , Co un ci lm embers: Jack Burrell , Jimm y Conyer , Ja y Robin so n , and Kevin Boone, Mayo r Sh erry Sullivan, City Attorney Marcus E. McDowe11 , and City C lerk Lisa A. Hanks . Co un ci l Pres ident Martin ca 11 ed th e meeting to order at 4:30 p.m . The fo ll ow in g topic s were discu ssed: • The fir st item on th e Agenda was th e B a ld w in Fami ly Village update by Kate Carver the Executi ve Director , Dum as We s ley Comm unity Cente r. The B ald win Fami ly Village provid es 12 months of hou sin g stabilit y an d wrap-aro und services for up to 100 singl e women and women wi th children annua ll y. BFV seek s to break the cycle of homeless ness an d help women and children re-estab li sh and maintai n se lf-sufficiency by focusing on acco untabilit y , case man agem ent , li fe skill s , and b eha vior modifi ca tion . To- date , th e BFV has served 95 individuals and ha s su ccess full y graduated 56 of the se wo m e n and childre n int o indep endent hou sin g . Ms. Carver said to save the date, September 16 , 2024 , • Human R esources Director H annah Noonan addressed the City Council and bega n the D isc u ss ion of Pro posed Si ck Leave Donatio n Poli cy . Mr. Garrick exp lain ed what the Advanced Metering Infrastructure was and how it wi ll benefi t the Electric D epartment and th e Co mmunity . He sa id it w ill a lert a power ou tage , where th e fault is loca ted , an d w hen th e power is back on. Mr. Garrick sa id there is al so an ex planation of AMI o n our we bsit e . • City Treasurer Kirn Creech addre ssed the Ci ty Counci l r ega rdin g the 202 4 -2025 Budget Di scu ss ion on Re venu es. She sa id th at Sanitation r evenue is not keeping up w ith cos ts . Co uncilrn ember Burre ll questioned costs vers us growth . Ms. Creec h sa id we have increased sa laries to k eep co mp e titi ve with oth ers. She su ggested $2.00 and 4 .00 more pe r can ; said we are tr yin g to find the right ba lance. Public W orks Direc tor George Ladd exp la in ed what ot her Cities c harge and the numb e r o f rou t es eac h week for sa nitation . Co un c il member Boone mentioned th is was di scu sse d previous ly. Mr. Ladd sa id when B a ld w in County ge t s th e "MRF" bu ilt , two cans wi ll be used: one for garba ge a nd one for recyc lin g . Ms. Creech went over proposed Capita l Proj ects w ith out ro ll over proj ec ts. Mayor Sul li van thanked T reasurer De partm ent Staff and th e Lea der sh ip gro up for the ir work on this bud get. City Attorney Marcus McDowell expla in ed a n Emergency Dec lara tion . Counci lm ember Boone asked what th e est im ated arri va l for new pumped was . Mr. Webber said he did not kn ow but th is is not an overnight fix . H e sa id the temporary pump w ill he lp now , but the new pump w ill ta ke possibly six to e ight week s to repa ir. H e sa id in October we will b eg in Well #14 wi11 help and hopefull y onlin e in th e Spring. Coun ci lm emb e r Boo ne sa id if tru s i s a 10 year li mit , we n ee d to look forward to replace.
