6:00 p.m .. Fairhope Municipal Complex Council Chamber.

Present were Council President Corey Martin. Councilmernbers: Jack Burrell.
Jimmy Conyers. Jay Robinson. and Ke\'in Boone. Mayor Sherry Sullivan. City
Attorney Marcus E. McDowell. and City Clerk Lisa A. Hanks.
There being a quorum present. Council President Martin called the meeting to
order. The in\'ocation was gi\'en by Mike Megginson of 3 Circle Church and the
Pledge of Allegiance was recited. Councilmember Robinson mo, ed to appron:
minutes of the 26 February 2024. regular meeting: and minutes of the 26 February
2024. work session. Seconded by Councilmernber Conyers. motion passed
unanimously by ,·nice ,·ote.
Mayor Sulli\'an addressed the City Council and reminded e\'eryone about Arts
and Crafts Festival next weekend. She thanked the volunteers and staff for their hard
work with the Festi\'al.
Councilrnember Burrell said the Arts and Crafts Festi\'al is one of his fa\'orite
events that the City of Fairhope holds. He too thanked e\'eryone for their work with
the F esti \'al.
Councilmember Robinson announced that next Saturday is Opening Day for
baseball and softball unless it is rained out. He said then Opening Day would be
Sunday.
Councilrnember Conyers llllH'ed for final adoption of Ordinance No. 1792. an
ordinance to annex the property of JVN Holdings. LLC located at 18060 Greeno
Road. Fairhope, Alabama. Tax Parcel 46-08-28-0-000-020.002 (PIN Number
348043 ): containing 2.20 acres. more or less. ( Introduced. City Council Meeting.
February 26. 2024) Seconded by Councilmernber Robinson. motion for final adoption
passed by the following ,·oice ,·otes: AYE -Burrell. Martin. Conyers. Robinson. and
Boone. NAY -None.
Councilmember Conyers introduced in wntmg an ordinance amending
Ordinance No. 1692: and repealing Ordinances No. 1479. No. 1587. and No. 1595:
The Rules of Procedure in all instances for the Meetings of the City Council: Section
II and Section Ill; specifically the City Council Meetings. Due to lack of a motion for
immediate consideration. this ordinance will layover until the March 21. 2024 City
Council meeting.

for Old Battles Village. Phase 48 are hereby accepted for public maintenance subject

public right-of-\\'ays accepted for maintenance by the City of Fairhope. Alabama. and:

Councilmember Robinson introduced in writing. and mo\'ed for the adoption
of the follo\\'ing resolution, a resolution that the City of Fairhope hereby accepts the
Gulf of Mexico Energy and Securities Act (GO MESA) grant award of $620.000.00
for Shoreline Restoration at Magnolia Beach: and authorizes Mayor Sherry Sulli\'an
to sign all required grant documents on behalf of the City. Seconded by

RESOLUTION NO. 5008-24 AUTHORIZING THE EXECUTION OF A GOI\IESA GRANT AGREEI\IENT \\'ITII THE ALABAMA DEPARTI\IENT OF CONSER\'ATION AND NATURAL RESOURCES FOR TIIE I\IA GNOLIA BEACH SH ORELINE RESTORATION \\'HE REAS. the City of Fairhope \\ as recently a\\·arded a Gulf of Mexico Energy Security
Act of 2006 ((iO1\1ESA) Grant (No. G-CFl\1B 23 CF) \\'ith the Agreement by and between
the State of Alabama Department of Conscnation and Natural Resources (:-\DCNR) for the
Magnolia Beach Shoreline Restoration: and \VHEREAS. the total estimated project cost is S700.000.00. of which the grant amount is a
not-to-exceed amount of $620,000.00 to allm\· satisfactory completion of all Project Ser\iccs
follm\·ing the execution of this Agreement: and WHEREAS. the City of Fairhope \\arrants and represents that it \\'ill use the GO.MESA

the South Tract of the Flying Creek Nature Preserve -Off-Road Bicycling Facilities
and Amenities: and hereby authorizes Mayor Sherry Sullivan to negotiate the fee
schedule.

renewal of the Motorola Astro System Ad\'anced Plus Package for the Police
Department from Motorola Solutions as Sole Source: and authorizes procurement
based on the option allowed by the Code of Alabama 1975, Section 41-16-51 ( 13).

Motorola Astro System Adrnnced Plus Package for the Police Department from
Motorola Solutions for a not-to-exceed cost of S33.330.48.
[2]Sen·ice Agreement includes the System Upgrade Agreement II. the ASTRO SUA
II Field Implementation Ser\'ice. and the ASTRO System Adrnnced Plus Package.
[3] This equipment is exempt from fomrnl hiddi er Code of Alabama 1975,
Section 41-16-57(h)( 1 ). Motorola Solutions is the ole S urce provider.
