Pre ent were Council President Corey Martin, Counc ilmembers: Jack Burrell (arrived at 4:59 p.m.), Jimmy Co nyers (arrived at 4:50 p .m .), Jay Robinson, and Kevin Boone, Mayor Sherry Sullivan , and City Clerk Lisa A. Hank . City Attorney Marcus McDowell was absent. Council Pres ident Martin ca lled th e meeting to order at 4:30 p .m . and said he would like for the Executive Session to be moved after the Work Se ion . Counci lmember Boone moved to add the Executive Ses ion at the end of the Work Session meeting. Seconded by Counci lm ember Robinson, motion pa ed unanimously by voice vote. The following topic s were discussed: • The fir t item on the Agenda was th e Pre enta tion by Principal Chri tina Stacey of Fairhope Ea t Elemen ta ry School. Ms . Stacey s h owed a video of how the 3 mil tax proceed were used at her sc hool. he thanked the C it y Council for helping the schoo ls ge t the 3-mil tax . M . Stacey mentioned the ELL Int erventionist for the Hi panic tudents , AV Studio, and th e chool grade of 95. • The next item on the Agenda was the Di scussion of the 2024 Flood Damage Prevention Ordinance by Erik Cortina . He briefly went over the highl ights and change of th e current ordinance ; and sa id th ere wou ld be a Pub lic Hearing when thi s ordinance get introduced . • Counc ilm ember Robinson mentioned the Historic Preservation Comm iss ion ordinance . • Human Re ources Director Hannah oonan addressed the City Council and gave an update on her department; i.e ., Safety, eoGov, and Performance Evaluation Training. • City Engineer Richard John so n addres ed the C it y Council regarding Agenda Items o. I 0 , No . 12 , and No. 13; and answered any qu estions if needed . He a lso gave a Flying Creek Nature Preserve update. • Planning Director Hunter Simmons addre sed th e Ci ty ouncil regarding Agenda Items o . 7 and o . 8; and an swered any que tions if needed . • IT Director Jeff Montgomery addres ed th e City Council regarding Agenda Item o . 15 ; and an wered any question if needed . Wednesday, 6 March 2024 Page -2- • Go lf Ground s Manager Tomm Johnson addressed the City Co un ci l regarding Agenda Item No . 14 ; and an we red any questions if needed . • Mayor Sherry Sullivan addressed the C it y Coun ci l regarding Agenda ltem No. I I ; and answered any questions if needed . • Counci l President Corey Martin addressed the Ci ty Counci l regarding Agenda It em No. 6; and answered any questions i f need ed. • Councilmember Jack Burrell addressed the City Council regarding Agenda Item No. 9; and answered any questions if needed . At the request of th e C ity Attorney Marcus E. McDowell and Attorney Christopher Williams , the C ity Council will rise from the meeting to go into Executive Session based on Alabama Code § 36-25A-7(a)(3) to discuss the le ga l ramifications of and legal options for pending litigation , controversies not yet being litigated but imminently likely to be litigated or immin ent ly likely to be liti gated if the governmental body pursues a proposed course of action . The approximate time to be in Executive Session is 40 minutes. Councilmember Burrell moved to go into Executive Session. Seconded by Councilmember Boone, motion passed unanimously by voice vote.
