Present were Counci l Presi dent Co re y Martin, Councilmembers: Jimmy Conyers , Jay Robins on, and Kevin Boone, Mayor Sherry Sulli van, City Attorney Marcus E . McDo we ll , and City C lerk Li sa A. Hanks. Co uncilmember Jack Burrell was ab ·ent. Co uncil Pres ident Martin ca lled the meeting to order at 4 :30 p .m. The following topics were di scuss ed : • The fir st item on th e Agenda was th e Presentation by Principal Tonya Harrelson of J. Larry Newton E lementa ry School. Ms. Harrelson show e d a vi de o of how the 3 mil tax proceeds were u se d at her sc hoo l. She co mmented 100 percen t is used for peopl e to help th e stud en ts. (See att ac hed han do ut titled "JLN b y the N umbers." • Th e ne xt item on th e Agenda was th e Di sc uss ion of th e Working Waterfront by Grants Coord in ator Nicole Love. She gave a n upd ate on the grant proceeds and th e shortfal l needed for th e nego ti ated bid . Mayor Sullivan suggested ask ing for more funds to help with shortfall with a 75 /25 sp lit. The conse nsu s of the City Council was to go b ack an d request more funds with a 75 /25 s plit. • Mara Hun ter, Co-C hair of th e Historic Preservation Co mmittee, add resse d th e Ci ty Counci l and gave th e history and upd ate of th e Historic Preservation Commission Ordinance . She said no one , ize fit s a ll , but thi s ha s go ne to th e City Co uncil and to Attorneys for their input. Co uncil Pre ident Martin stated th e Ordinance i s to create th e Historic Pre serva tion Commission; and allow Fairhope to go forward with attaining the "Certified Loca l Government" design a ti on . H e sa id th e Ordinance does not create Districts; and he gave an example of the Nancy Lewis House . He aske d th e pu b lic to bea r with th e Co uncil . Co uncilmember R o b inson ex pl ained the Ordinance in detail; and so m e of the Commission's duties. He also said thi s is only th e fir st step to B , C, and D . Co uncilmember Conyers stated this is th e fir st step to whichever way yo u want to go . He sa id mo st p eop le want to keep the fa9ade to be historical ; and not the interior. • Counci lm ember Martin gave an update on the R ecreat ion Board . Monday, 26 February 2024 Page -2- • Water and Wastewater Superintendent Daryl Morefield addressed the Cit y Co uncil regarding Agenda Item No. l O; and answered any question if needed . • Gas Superintendent Wes Boyett addres ed th e City Counci l regarding Agenda Item No . 14 ; and answered any questions if needed. • City Engineer Richard Johnson addressed the City Counci l regarding Agenda Item No . 8; and answered any questions if needed . • Recreation Director Pat White addressed the City Council regarding Agenda Items No . 11 and No . 12; and answered any quest ions if needed . • IT Direc1or Jeff Montgomery addressed the City Council regarding Agen da Item No. 13; and answered any questions i f needed . He to ld them about possibly using a third party to help support th e City with MUNIS. Mr. Montgomery said it may be cheaper to hire the vendor than to hire an emp loyee w ith be ne fit s package. • Public Works Director George Ladd addressed the City Council regardin g Agenda Item No . 9; and answered any questions if needed .
