HomeMy WebLinkAbout01-22-2024 City Council Work Session MinutesST ATE OF ALABAMA COUNTY OF BALDWIN ) ( ) ( The City Council met in a Work Session at 3:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 22 January 2024. Present were Council President Corey Martin, Councilmembers: Jack Burrell, Corey Martin, Jimmy Conyers, and Kevin Boone, Mayor Sherry Sullivan, City Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks. Council President Martin called the meeting to order at 3 :30 p.m. The first item on the Agenda was the Executive Session. At the request of the City Attorney, Marcus E. McDowell, the City Council will rise from the meeting to go into Executive Session based on Alabama Code§ 36-25A-7(a)(3) to discuss the legal ramifications of and legal options for pending litigation, controversies not yet being litigated but imminently likely to be litigated or imminently likely to be litigated if the governmental body pursues a proposed course of action. The approximate time to be in Executive Session is 60 minutes. Councilmember Burrell moved to go into Executive Session. Seconded by Councilmember Conyers, motion passed unanimously by voice vote. Exited the dais at 3:35 p.m. Returned at 4:35 p.m. The following topics were discussed: •Jon Cardwell, Principal of Fairhope High School, addressed the City Council andgave a school update; and presented the attached Power Point Presentation. He saideveryone is to succeed, for example, if you made an ACT score between 15 to 18, wewant you to increase your score to between 18 to 21. He said that Fairhope HighSchool scored behind two magnet schools, Vestavia Hills, and Mountain Brook.Fairhope High School ranked 5th in the State of Alabama.•City Engineer Richard Johnson began the Discussion of RAISE Grant for Bridges toReplace Box Culvers over Fly Creek at U. S. Highway 98. He said this is the long­term fix for this project; and staff resources will work with ALDOT. CouncilmemberBurrell stated this will help with the MBNEP restoration on Fly Creek.•The Discussion of Historic Preservation Commission Ordinance was next on theagenda. Amy Ford Molyneaux addressed the City Council and thanked everyone thatworked on the ordinance. She said this has been an issue since the 1980s and we donot want to lose the essence of Fairhope. Attorney Chris Williams said he refined theordinance with the Historic Preservation Committee. Monday, 22 January 2024 Page -2-Councilmember Robinson commented that it was not easy to refine and said he was proud of what they have done. He said the power of the Commission was really broad early in the drafts but we needed this ordinance in order to become a Certified Local Government (CLG). Attorney Williams explained the process in detail; and said a "Liaison for the Council, Commission, and State" is required for CLG status. •Councilmember Burrell gave a brief update on the Recreation Board regarding 5-Y ear Plan and Recreation Summit with groups giving updates. CouncilmemberBurrell also gave an update on the Fairhope Airport Authority; and mentioned thefunding agreement. He said good things are going on with the Airport Authority. Hecommented on the West Side of Airport and making it a M-1 District.Councilmember Burrell said the Industrial Development Board will be meeting in thenear future.•Councilmember Conyers reminded everyone about the Chocolate and ChampagneEvent for the Fairhope Public Library.•Councilmember. Robinson commented that we previously addressed the HistoricPreservation Commission Ordinance.•Councilmember Boone said the Personnel Board met and discussed the newhandbook.•Council President Martin also mentioned the Recreation Board meeting and themaster plan for the recreation property at CR 32 and CR 13. He said we will needpublic input for the plan. He addressed the Fairhope Airport Authority and thepossibility of a Mentor Program. He said the group is doing great things. CouncilPresident Martin said the Fairhope Environmental Advisory Board did not have aquorum.•IT Director Jeff Montgomery addressed the City Council regarding Agenda Item No.12; and answered any questions if needed.•Electric Superintendent Ben Patterson addressed the City Council regarding AgendaItem No. 11; and answered any questions if needed. He mentioned the cold spell andthe upgrades that kept the capacity in good shape.•City Treasurer Kim Creech addressed the City Council regarding Agenda Item No. 7;and answered any questions if needed.•Public Works Director George Ladd addressed the City Council regarding AgendaItem No. 9; and answered any questions if needed.•Police Chief Stephanie Hollinghead addressed the City Council regarding AgendaItems No. 14, No. 15, and No. 16; and answered any questions if needed.•Mayor Sullivan and Kim Creech addressed the City Council regarding Agenda ItemNo. 8; and answered any questions if needed.
