Boone Invocation and Pledge of Allegiance 1. Approve minutes of January 8, 2024 Regular City Council Meeting and minutes of January 8, 2024 Work Session. 2. Report of the Mayor 3. Public Hearing - Ordinance - Amend Zoning Ordinance No. 1253 - Request of the Owner, 404 Oak LLC, to rezone property from B -4, Business and Professional District to B-2, General Business District. The property is approximately 0.18 acres and is located at 404 Oak Avenue. PPIN# 14546. 6. Final Adoption - Ordinance - An Ordinance amending Ordinance No. 1253. Request of the owners, Ryan Creel and Vincent Boothe, for conditional annexation to PUD to be known as The Tin Tops at Gayfer. The property is approximately 5.33 acres and is located at 8437 Gayfer Ro ad Extension. PPIN #77258. (Introduced at the City Council Meeting on January 8, 2024). 7. Resolution - That the City Council authorizes and approves the addition of one (1) Part-Time Administrative Assistant (Grade 7) in the Purchasing Department to the FY 2024 Budget with a weekly schedule not to exceed 29 hours per week. 8. Resolution - That the City Council hereby approves the payroll reallocation defined as the following effective immediately: the departments are requesting to organize a program for six (6) temporary Utility Interns and two (2) temporary Public Works interns at an estimated cost of $7,560.00 per intern for the duration of the 14 -week program [est. $60,480.00 total]; and the available funding can be found in the table in said resolution. 9. Resolution - That the City Council authorizes and approves the hiring of the new Public Works Administrative Assistant to allow the current Public Works Administrative Assistant (Grade 7), who is retiring at the end of April 2024, to work with and train the new employee prior to their leaving. This will be beneficial to the City as well as the new employee. The temporary position will expire upon retirement of the current Public Works Administrative Assistant. Resolution - That Mayor Sherry Sullivan is hereby authorized to execute a Contract with Neel-Schaffer, Inc. for Professional Engineering Services for (RFQ PS24 -013) for Construction Engineering and Inspection (CE&I) for the Southland Place ADA Compliant Sidewalks Project with a not-to-exceed amount of $154,330.06. 11. Resolution - To Award (Bid No. 24-012) for a New Pinless Powerlock Self Loading Turret Trailer to Reelstrong, LLC with a total bid proposal not -to-exceed $41,079.42. 12. Resolution - That Mayor Sherry Sullivan is hereby authorized to execute a Professional Services Agreement with Howard Technology Solutions through the NCPA Purchasing Cooperative (Contract #01-145) for a total of $10,831.00. 13. Resolution - To award (Bid No. 24-013-2022-PWI-003) for Quail Creek Golf Course Cart Path Repair and Resurfacing Project to Asphalt Services, Inc. with a total bid proposal not-to-exceed $484,044.77. 14. Application for Special Events License by Bottles Up Mobile, Inc., (dba Bottles Up Mobile, Inc.) for Mardi Gras February 9, 2024 through February 12, 2024 ending 11:55 p.m. - 161 North Section Street (Fairhope Civic Center). 15. Application for Beer/Wine On/Off Premises License by Elizabeth Skipper, The Reserve at Fairhope, (d/b/a Dominion Senior Living of Fairhope LLC), 604 Reserve Loop, Fairhope, AL 36532. 16. Application for Beer/Wine On/Off Premises License by Kirkland Hess, Mediterranean Sandwich Co, (d/b/a MSC Fairhope LLC), 9887 State Highway 104, Fairhope, AL 36532. 17.
