HomeMy WebLinkAbout10-23-2023 Work Session MinutesSTA TE OF ALABAMA COUNTY OF BALDWIN ) ( )( Th e City Council met in a Work Session at 4:30 p .m ., Fairhope Municipal Com pl ex Counci l Chamber, 161 orth Section Street, Fairhope, Alabama 36532, on Monday , 23 October 2023. Present were Council Presiden t Pro Tempore Corey Martin , Counci lmembers: Jack B urrell , and Jimmy Conyers (arrived at 5:10 p .m.), Mayor Sherry Su lli van, City Attorney Marcus E. McDowell , and City Cl erk Li sa A. Hanks. Coun cil President Jay Robinson and Councilmember Kevin Boone were ab sent. Council President Pro Tempore Martin call ed the meeting to order at 4:36 p.m. The following topics were discussed : • The first item on the Agenda was the Discussion of Reimbursement of Expenditures prior to Issue Debt by City Treasurer Kim Creech. She said bond Counsel recommended this resolution ; and it is required by the IRS to reimburse th e General Fund . The City can look back 60 days to borrow with tax exempt status. Ms . Creech said the PFM will at the November 13 , 2023 meeting. She said this reso lution protects the City when borrowing. • Counc il member Burrell commented the AMEA is giving grants and one was for cast iron pipe replacement. Council Pre sident Pro Tempore Martin questioned invoices coming in. The consensus of the City Counci l was to move forward and put on the November 13 , 2023 City Council Agenda . • Counci lmember Burrell gave an update on the AMEA Board meeting last week. He said the Airport Authority needs to look at other revenue s and reduce costs. Counci lmember Burrell stated we help with financing and refinancing but need to ween off of City appropriations. Council President Pro Tempore Martin said the ultimate goal is to ween them off. Councilmember Burrell said he would work on an agreement for the Airport Authority and the City of Fairhope . • Counci l President Pro Tempore Martin gave an update on the Recreation Board and mentioned a Recreat ion property plan being worked on. • IT Director Jeff Montgomery addressed the City Counci l regarding Agenda Item s No. 15 , No . 24 , an d No . 26 ; and answered any questions if needed . • Gas Superintendent Wes Boyette addre sse d the City Counci l regarding Agenda Item s No. 17 and No. 21 ; and answered any questions if needed . • Public Works Director Rich ard John so n addressed the City Counci l regarding Agenda Item s No. 9, No. 10 , No . 20 , o. 13 , No. 19 , No. 23, No. 25, No. 27 , No. 29 , No . 30 , No . 32 , and No. 33 ; and answered any questions if needed . He mentioned Fire Prevention Week . Chief Ellis showed the City Co un ci l the Fairhope Pi rates new Pump er Tru c k and said Principal Cardwell gave th e okay and chose th e co lors . • Water and Wastewater Superintendent Daryl Morefield a ddressed the C ity Counci l regarding Agenda Item s o . 18 and o . 22 ; a nd answered any questions if needed . • Police Chief Stephanie Hollinghead addressed the City Co un ci l regarding Agenda It ems No. 37 , o. 38 , and o. 39 ; and answered any questions if needed. • Grants Coordinator Nicole Love addressed the City Co un c il regarding Agenda Items o . 11 , No. 12 , an d o . 14 ; and answered any questions if needed . • IT Directo r Montgomery to ld th e City Co uncil that Kronos Timekeepin g System costs $28 ,000 .00+ and MUNIS T im e keeping Sys tem costs $29 ,500.00+. • City C lerk Lis a Hanks addressed the City Co un ci l regarding Age nd a Item o. 31 ; and answered any qu esti o ns if needed. • Counci l President Pro Tempore Martin questioned Agenda It em o. 16 an d if money was comi ng in fro m other sources . Counc ilmember Burre ll sta ted we need an agreement prior to voti ng on th is Agend a Item . He sa id th ere are good revenue strea m s but must come to an ag reement. Co un ci l Pres id e nt P ro Tempore Martin removed Agenda Item No . 16 from the Agen da . • Cou nci lmember Jimm y Conyers gave an update on th e Library Boa rd meeting with a good att enda nce .
