HomeMy WebLinkAboutJune 8, 2020 Work Session Meeting MinutesSTATE OF ALABAMA ) ( COUNTY OF BALDWIN ) ( The City Council met in a Work Session at 4:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 8 June 2020. Present were Council President Jack Burrell, Councilmembers: Jay Robinson, Jimmy Conyers, Robert Brown, and Kevin Boone, Mayor Karin Wilson, City Attomey Marcus E. McDowell, and City Clerk Lisa A. Hanks. Council President Burrell called the meeting to order at 4:30 p.m. The following topics were discussed: • The Presentation on Findings for Water Distribution System Upgrades by David Stejskal with Jaeobs Engineering and Water & Sewer Superintendent Jay Whitman was first on the agenda. (See attached Power Point Presentation) The City Council questioned the extra one million gallon; the unaccounted for 1.4 million gallons; and correcting issues on Greeno Road. • Special Projects Manager Lynn Maser addressed the City Council and presented a Power Point Presentation of Fairhope Docks Vision Plan and Costs. (See attached Power Point Presentation) Ms. Maser mentioned the possibility of getting a GOMESA Grant to help with costs; and gave the revenues for fuel and slip rentals. The majority of the City Council liked portions of the plan or the entire plan, but would like to digest figures and/or get more definitive prices for each phase. • David Green addressed the City Council with The Presentation and Discussion of Greenco Clean Workforce Courses and Certifications. He suggested the City use CARES Act funds to pay courses or allocate in the budget: $100.00 per person for 90 days which is a discounted price for Baldwin County. Council President Burrell questioned the length of the training and where it would be held. Mr. Green responded online training/40 hours (few hours or week long). • Recreation Director Pat White addressed the City Council regarding the Facility Use Agreement and Fee Structure Information for City Athletic Facilities and to get guidance of how to proceed. He went over handouts for options for facility use and fees; and said there are travel teams, private lessons, and others wanting to use the facilities. Council President Burrell asked about the school feeder pattem being exempt; and non-profit status. City Attomey Marcus McDowell said there must be at least 80 percent from feeder pattem and non-profit; and mentioned the bid law for two organizations together, but should be separate. Bob Keyser, Recreation Board member and with Soccer Leagues, addressed the City Council and said the agreement was modeled after Auburn's agreements. He said the lighting may be too high. Mr. McDowell commented tournament and camp need to be addressed right now.
