HomeMy WebLinkAboutO-1439ORDINANCE NO. 1439 AN ORDINANCE AMENDING ORDINANCE NO. 1255 KNOWN AS THE PERSONNEL RULES, POLICIES AND PROCEDURES ORDINANCE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE ALABAMA, as follows: The ordinance known as the Personnel Rules, Policies, and Procedures Ordinance (No. 1255), adopted 27 June 2005, together with the Personnel Handbook of the City of Fairhope, be and the same hereby is changed and altered in respect to the certain sections below: VI. Employee Benefits Section 6.01. Health Insurance Benefits Regular full-time employees, elected and appointed officials, probationary employees, and their eligible dependents are eligible to participate in the City's group health insurance program beginning on the first day of the month following a 90-day waiting period. The City contributes toward the employee's premium in an amount authorized by the City Council. The City reserves the right in its sole discretion to change the health insurance program and the insurance carrier without prior notice to affected employees. Covered employees will receive notice of the change as soon as practicable. For a more complete understanding of the insurance program, including eligibility requirements, employees should read the insurance booklet available from Human Resources. Temporary and part-time employees are not eligible for health insurance coverage Beginning January 1, 2011, the City shall make no contributions toward dental insurance for employees or retirees. Dental insurance will be available on a voluntary basis to employees, with full cost paid by payroll deduction. Retirees electing to have dental insurance will pay the full premium at the beginning of each month, along with their portion of the health insurance premium. Beginning October 1, 2011, the City will pay 100% of single coverage or 90% of family coverage, as appropriate, for any eligible active employee. Section 6.05. Insurance Benefits for Retirees Employees, who qualify for retirement from the City (as determined by RSA), who have at least 30 years of service with the City, or are at least 55 years old, may be eligible to continue the same health care benefits, as being provided at the date of their retirement or lesser coverage if elected, until eligible for Medicare. Beginning October 1, 2011, the City will pay 90% of single coverage or 85% of family coverage, as appropriate, for any eligible retiree who was covered by the health plan as of September 30, 2010. A retired employee will not be eligible to receive this health care benefit if he or she is employed by another employer and is eligible for health care benefits from that employer. More information on this benefit will be provided upon retirement. Ordinance No. 1439 Page -2- Beginning October 1, 2010, the City shall make no contribution to Retiree healthcare premiums for employees hired after September 30, 2010. This amendment shall take effect on 1 October 2010 after the date of its approval by the City Council of Fairhope and publication as required by law.
