AN ORDINANCE TO AMEND ORDINANCE NO. 1371,
KNOWN AS THE CITY COUNCIL RULES OF PROCEDURE
AND REPEALING ORDINANCE NO. 1415
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE,
ALABAMA, as follows:
The ordinance known as the City of Fairhope's Council Procedures Ordinance (No. 1371),
adopted 10 November 2008, is hereby amended in respect to the certain section below and all
other sections within this ordinance remain as written and adopted:
AMENDING SECTION VI:
That the order of business of each council meeting shall be as follows:
1. Call to Order
2. Invocation/Pledge of Allegiance
3. Approval of the Minutes of the Previous Meeting(s)
4. Old Business
5. Report of the Mayor
6. Council Comments
7. City Administrator
8. Report of Officers:
a. Department Heads Report

AMENDING SECTION VIII:
That no individual who is not a member of the City Council shall be allowed to address the same
while in session without permission of the presiding officer and for not more than three minutes,
unless approved by the presiding officer. If an individual wants to address the City Council, he or
she must let the City Clerk know by noon of the day of the City Council meeting; and to which
item on the published agenda he or she wishes to speak about.
No person shall be allowed to address the Council on any matter which shall be the subject of a
public hearing scheduled by the Council until the meeting under which the public hearing on that
matter is scheduled to be heard.
Severability. The sections, paragraphs, sentences, clauses and phrases of this ordinance are
severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be
declared unconstitutional by a court of competent jurisdiction, then such ruling shall not affect
any other paragraphs and sections, since the same would have been enacted by the municipality
council without the incorporation of any such unconstitutional phrase, clause, sentence, paragraph
or section.
Effective Date. This ordinance shall take effect upon its due adoption and publication as required
by law.
