AN ORDINANCE ESTABLISHING THE POSITION OF
UTILITY SUPERINTENDENT AND DEFINING THE DUTIES,
AUTHORITY AND LIABILITIES OF SAID SUPERINTENDENT
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE,
ALABAMA, AS FOLLOWS:
Section 1. The position of Utility Superintendent of the City of Fairhope, Alabama is hereby
established. The City Council shall elect an individual to serve as Utility Superintendent as
provided in Code of Ala. § 11-43-3.
Section 2. The purpose of this position, under the direction of the City Administrator, is to
manage, plan, coordinate, and direct activities in the general construction of gas, water,
wastewater and electric systems to ensure that goals or objectives of projects are accomplished
within prescribed time frame, budget parameters and safety guidelines by performing the
following duties personally or through direct reports.
Section 3. Distinguishing Characteristics of this Position.
The Utility Superintendent is distinguished from other Utility Department employees by the
level of expertise and supervisory responsibility, coordinating, and instructing the other
employees.
Section 4. Essential Functions of Utility Superintendent.
The following duties are not inclusive of all duties and the incumbent performs other related
duties as required:
1) Develops labor and equipment requirements for construction workforce and outside
contractors to construct and install utility system additions.
2) Reviews construction project proposals or plans to determine time frame, funding
limitations, procedures for accomplishing project, staffing requirements and allotment of
available resources for various phases of projects.
3) Develops policies, organization structures, budget projections, systems requirements, and
long range goals for construction work group.
4) Manages all safety policies and ensures a safe working environment for all employees.
5) Studies specifications to plan procedures for construction on basis of starting and
completion times and staffing requirements for each phase of construction.
6) Submits expenditure approvals for procurement of vehicles, equipment, tools, supplies and
materials for construction work group.
7) Confers with direct reports to review major work plans, duties, responsibilities and scope of
authority to ensure projects progress on schedule and within prescribed budget.
8) Confers with departmental superintendents to provide technical advice and resolve
complaints and grievances within work group.
9) Confers with departmental superintendents, engineering personnel, contractors and
suppliers of tools and materials to resolve construction problems and improve construction
methods.

10) Inspects work in progress to ensure that workmanship conforms to specifications, safety
standards and adheres to construction schedules.
11) Reviews and prepares reports on progress, materials used and costs, and modifies work
schedules & plans as indicated by reports.
12) Insures compliance with all regulatory agencies and coordinates projects with other
governmental agencies.
13) Makes presentations to the City Council, and other community and business entities.
Section 5. Supervisory Responsibilities.
Responsible for the supervision of Electric, Gas, Water, and Wastewater managers that
supervise a total of 40 to 50 employees at the Public Works Location and Wastewater
Treatment Plants. Responsible for overall direction, coordination, and evaluation of this work
group. Carries out supervisory responsibilities in accordance with City of Fairhope policies and
applicable employment laws. Responsibilities include interviewing, hiring, and training
employees; planning, assigning, and directing work; appraising performance; rewarding and
disciplining employees; addressing complaints and resolving problems.
Section 6. Acceptable Education, Experience and Training.
Bachelors Degree in engineering, construction management, building construction, or related
field from four-year college or university. Minimum of ten years experience in construction
industry. Utility industry experience and supervision preferred. Professional Engineering
license in Alabama required. Valid driver's license required.
Section 7. Other Required Skills.
1) Communication Skills:
Ability to read, analyze and interpret common utility industry journals, financial reports, legal
documents, technical manuals, and governmental regulations. Ability to respond to common
inquiries or complaints from employees, customers, regulatory agencies, or members of the
business/industry community. Ability to write various correspondence, policies, and
documents. Ability to effectively present information to managers, public groups, employees
and board of directors. Often requires higher -level discussions of a sensitive or confidential
nature.
2) Mathematical Skills:
Ability to work with mathematical concepts such as financial and operational cost justifications.
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical
situations.
3) Reasoning Ability:
Ability to use very high level of judgment to define problems, collect data, establish facts and
provide highly innovative solutions to major problems or complex situations.

Section 8. Working Conditions and Environment.
Majority of the work is performed indoors involving low risk, discomfort or unpleasantness
such as inclement weather. Normal safety precautions are required. Hours include but are not
limited to 7:00 a.m. to 4:00 p.m. Willing to work overtime and weekends if required. Willing
to attend training/conferences/trade shows to enhance job knowledge. Perform other duties as
assigned.
Section 9. All ordinances or parts of ordinances in conflict herewith are to the extent of such
conflict repealed.
Section 10. In the event that any provision or application of this Ordinance shall be held to be
invalid, it is the legislative intent that the other provisions and applications hereof shall not
thereby be affected.
Section 11. This Ordinance shall take effect immediately upon its due adoption and publication
as required by law.
