HomeMy WebLinkAboutO-926INITIAL IMPROVEMENT ORDINANCE NO. fZ AN ORDINANCE TO PROVIDE CERTAIN STREET AND SANITARY SEWER IMPROVEMENTS IN ROCK CREEK, A PLANNED UNIT DEVELOPMENT, WOODLANDS AT FAIRHOPE, & GREENBRIER SUBDIVISION; ESTELLA DRIVE AND COLONIAL ACRES SUBDIVISION MEC PROJECT NO. 1475-001 Be it ordained by the CITY COUNCIL of the CITY OF FAIRHOPE, ALABAMA, as follows: SECTION 1: - That the following described pump stations and force mains shall be constructed as hereinafter provided between the respective terminal points hereinafter set forth: (a) Pump Station No. 1 shall be constructed on Rock Creek Parkway in Rock Creek, A Planned Unit Development, and an 8" force main shall be laid from Pump Station No. 1 Westerly along Rock Creek Parkway to U.S. Highway #98, thence Southerly, a distance of 6800 feet along U.S. Highway #98 to Pump Station No. 2 in Woodlands at Fairhope. A 10" force main shall be laid from Pump Station No. 2 Southwesterly crossing U.S. Highway #98 to Scenic Highway #98; thence southwesterly along Scenic Highway #98 to the existing Rosa Street pump station, a distance of 6440 feet. SECTION 2: - That the following described streets in the City of Fairhope, Alabama, shall be improved as hereinafter provided between the respective terminal points hereinafter set forth: (a) Greenbrier Subdivision: 1) Greenbrier Lane shall be improved from the West edge of pavement of Blue Island Avenue to, and including, the turnaround at its South end, a distance of 746 feet as follows: both edges of a 50-foot right-of-way, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and 1&1/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. (b) Woodlands at Fairhope: 1) Woodlands Drive (the entrance) shall be improved including a left turn crossover on Highway #98, connecting turn lanes into and from Highway #98, direct straight connection to Highway #98 at the intersection, and a boulevard with 2 lanes on each side running Eastwardly from Highway #98, a distance of 1020 feet as follows: the turn lanes will be 14 feet total width with concrete curb and gutter on one side where abutting Highway #98 and 15'-4" total width in other areas with concrete curb and gutter on both sides, the boulevard section will consist of 2 lanes on each side of a 57 foot wide median, the total width of each 2 lane side will be 24 feet: both edges of a 50-foot right-of-way, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and M/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. 2) Wedaewood Circle, a cul-de-sac shall be improved from the North line of the pavement on Woodlands Drive, to and including, the turnaround at the North end of Wedgewood Circle, a distance of 498 feet as follows: the roadway shall be 25 feet wide: both edges of a 50-foot right-of-way, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and M/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. 3) Woodcove Drive shall be improved from the South line of the pavement on Woodlands Drive to the North line of the Pavement on Pinetop Circle, a distance of 403 feet as follows: the roadway shall be 25 feet wide: both edges of a 50-foot right-of-way, the -2- centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and M/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. 4) Pinetop Circle West, a cul-de-sac, shall be improved from the centerline of Woodcove Drive to the end of, and including, the turnaround, a distance of 397 feet, as follows: the roadway shall be 25 feet wide: both edges of a 50-foot right-of-way, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and M/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. 5) Pinetop Circle East, a cul-de-sac, shall be improved from the centerline of Woodcove Drive to the end of, and including, the turnaround, a distance of 285 feet, as follows: the roadway shall be 25 feet wide: both edges of a 50-fo6t right-of-way, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and M/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters and drop inlets; precast concrete manholes with cast iron -3- covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. (c) Rock Creek A Planned Unit Development: 1) Rock Creek Parkway (the main entrance road for Rock Creek, A Planned Unit Development) shall be improved from the East edge of pavement of U.S. Highway #98; thence Easterly, a distance of 1685.6 feet to its intersection with the West edge of the pavement of Clubhouse Drive, as follows: the pavement varies from 68 feet wide (with a median) to 24 feet wide, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and 1&1/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. 2) Clubhouse Drive shall be improved from its intersection with Cedar Pointe, and run Northwesterly past Chestnut Ridge to an intersection with Rock Creek Parkway; thence Northeasterly, intersecting with North Creek Circle, Mockingbird Lane, Sweetwater Lane, and ends at an intersection with Beaver Dam Road, a distance of 2867 feet, as follows: both edges of a 60-foot right-of-way, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curblines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and 1&1/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters, sidewalks, and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. 3) Clubhouse Circle shall be improved from the North edge of the pavement of Beaver Dam Road; thence Northeasterly to the clubhouse entrance; thence loops in a Southwesterly direction to an intersection with the East end of Beaver Dam Road, a distance of 1636 feet, as follows: both edges of a 60-foot right-of-way, the -4- centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and M/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, .concrete pipe, valley gutters, sidewalks, and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. 4) Chestnut Ridge Beginning at a point close to the Southeast end of Clubhouse Drive, Chestnut Ridge shall be improved from the North edge of the pavement of Clubhouse Drive; thence North, a distance of 762 feet ending with a cul-de-sac, as follows: both edges of a 50-foot right-of-way, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and M/2" thick with primeon an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters, sidewalks, and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. 5) Cedar Pointe shall be improved from the South edge of the pavement of Clubhouse Drive; thence Southerly ending at a cul-de-sac, a distance of 779 feet, as follows: both edges of a 50-foot right-of-way, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and M/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters, sidewalks, and drop inlets; precast concrete manholes -5- with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. 6) North Creek Circle shall be improved from the West edge of the pavement of Clubhouse Drive; thence Westerly ending at a cul-de-sac, a distance of 237 feet, as follows: both edges of a 60-foot right-of-way, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and M/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters, sidewalks, and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. 7) Mockingbird Lane shall be improved from the West edge of the pavement of Clubhouse Drive; thence Southwesterly ending at a cul-de-sac, a distance of 761 feet, as follows: both edges of a 60-foot right-of-way, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and M/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters, sidewalks, and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. 8) Sweetwater Lane shall be improved from the West edge of the pavement of Clubhouse Drive; thence Westerly ending at a cul-de-sac, a distance of 639 feet, as follows: both edges of a 60-foot right-of-way, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and M/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters, sidewalks, and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. 9) Beaver Dam Road shall be improved from the North end of Clubhouse Drive; thence Westerly, a distance of 933 feet, as follows: both edges of a 60-foot right-of-way, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and M/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters, sidewalks, and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. (d) Fairhope Single Tax Corp: 1) Estella Drive shall be improved from the east edge of pavement of Ingleside Avenue to the west edge of pavement on us 98 (Green Road) a distance of 1315 feet as follows: both edges of a 60-foot right-of-way, the centerline of which shall be approximately the centerline of the above described portion of said street, shall be curbed and guttered with Portland Cement concrete combination curb and gutter. The curb lines of said gutters to be 6" thick and the gutter to be 2'-6" wide. The curb lines of said gutters shall be connected with the curb lines of all intersecting streets or alleys with Portland Cement Concrete combination curb and gutters as above described; of suitable radius and the surface area between the gutters to be constructed shall be improved by paving with hot mix asphaltic concrete (416-A mix) and M/2" thick with prime on an 8" thick sand clay base course foundation. Said improvements shall include grading and all necessary drainage structures, including concrete culverts, concrete pipe, valley gutters, sidewalks, and drop inlets; precast concrete manholes with cast iron covers, sewer lines, house laterals, water mains with service connections, water meters, and 6" fire hydrants. (e) Colonial Acres Subdivision: 1) Washington Drive West shall be improved from its intersection with Bon Secour Avenue; thence easterly to its intersection with -7- Hancock Road a distance of 1839 feet, said improvements shall include sewer lines, manholes and house laterals. 2) Washington Drive shall be improved from its intersection with Alabama Highway 104; thence southerly to its intersection with Washington Drive West a distance of 560 feet, said improvements shall include sewer lines, manholes and house laterals. 3) Cherry Court shall be improved from its intersection with Washington Drive West, thence northerly to the center of cul-de- sac a distance of 350 feet, said improvements shall include sewer lines, manholes and house laterals. 4) Colonial Drive shall be improved from its intersection with Alabama Highway 104, thence southerly crossing Washington Drive West to the center of a cul-de-sac a distance of 1100 feet, said include sewer lines, manholes and house laterals. 5 ) Hancock Road shall be improved from its intersection with Colonial Drive thence easterly and southerly to its intersection with US 98 (Green Road), a distance of 1620 feet, said improvements shall include sewer lines, manholes and house laterals. 6) Lafayette Street shall be improved from its intersection with Hancock Road; thence easterly and southerly to its intersection with Hancock Road at US 98 (Green Road) , a distance of 1110 feet, said improvements shall include sewer lines, manholes and house laterals. SECTION 3: - That the full details, drawings, plans, specifications and surveys of the above described work and estimates which have been prepared and or reviewed by Moore Engineering Company Incorporate, who has been duly designated and appointed City Engineer by this Council, have been fully considered and studied by this Council and hereby are adopted. Said details, drawings, plans, specifications, surveys and estimates shall be immediately placed on file in the office of Moore Engineering Company Incorporate where property owners who may be affected by such improvements may see and examine the same. SECTION 4: - That the improvements hereinabove described shall be made in accordance with the grades to be established by ordinance and according to the full details, drawings, plans, specifications and surveys of said work and estimates herein adopted, all under the supervision of the City Engineer. SECTION 5: - That the cost of construction said improvements shall be assessed against the property abutting on the portions of the streets so improved, provided: (a) That the cost of improving any intersection or any part thereof shall be assessed against the lots or parcels of land abutting on each of the streets, avenues, alleys or other highways so intersecting for a half block in each direction therefrom; provided that for the purpose of computing assessments, no block shall be considered as extending more than 1,000 feet from any intersection so improved. ME (b) That the cost of sidewalk improvements, including curbing and guttering on street and avenue corners shall be assessed against the lots or parcels of land abutting on or nearest to said improvements, and the cost of sidewalk improvements, including curbing and guttering at the intersection of any alley with a street, avenue or other highway shall be assessed in fair proportion against the respective lots or parcels of land abutting or cornering on the alley at such intersection. (c) That no assessment shall exceed the cost of the improvements or the increased value of such property by reason of the special benefits derived from such improvements. SECTION 6: - That the City Council shall meet on the 2 9 th day of MARCH , 1993, at 5:00 o'clock P M. at the City Hall in the City of FAIRHOPE to hear any objections, remonstrances or protests that may be made against said improvements, the manner of making the same or the character of materials to be used. SECTION 7: - This ordinance shall be published once a week for two consecutive weeks in the Eastern Shore Courier, a newspaper published and of general circulation in the City of Fairhope, Alabama, the dart@ of the first publication to be not less than two weeks before the 2 9 day of MARCH , 1993. SECTION 8: - A copy of this ordinance shall be sent by registered mail, postage prepaid, to the persons last assessing for City taxation the property which may be assessed for said improvements, at their last known addresses, said noticestto be so mailed by the City Clerk not less than ten days prior to the 2 9 day of MARCH , 1993.
