HomeMy WebLinkAboutO-692IMPROVEMENT ORDINANCE NO. 6JZ AN ORDINANCE TO PROVIDE FOR CERTAIN IMPROVEMENTS ON MIDDLE STREET, LINCOLN STREET, VOLANTA AVENUE, FAIRLAND AVENUE, WISTERIA STREET, TWIN ECHO COURT, SOUTHERN RUN, CORTE COURT, ECHO LANE EAST $ WEST, AND COMMERCIAL PARK DRIVE (INCLUDING TWO ALLEYS) IN THE CITY OF FAIRHOPE, ALABAMA. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE, ALABAMA, as follows: Section 1. That the following described streets in the City of Fairhope shall be imp o was hereinafter provided between the respective terminal points hereinafter set forth: (a) MIDDLE STREET: Begin on the west side of Greeno Road and run approximatel, 1,308 feet west to t e east side of Ingleside Avenue with paving, curb and guttei water mains and storm drainage. (b) LINCOLN STREET: Begin at the end of the existing pavement on Lincoln Street antrum approximately 661 feet south to the north side of Winn Street with paving, curb and gutter, water mains and sewer. (c) VOLANTA AVENUE: Begin approximately 100 feet east of Section Street and run approximately 1,400 feet east with curb and gutter on the north side of the (existing pavement. (d) FAIRLAND AVENUE: Begin on the east side of Section Street and run approx- imately 1,050 feet east with paving, curb and gutter, water mains, sewer and storm drainage. (e) WISTERIA STREET: Begin at the end of the existing pavement on Wisteria Street and run approximately 230 feet south to the north side of Fairland Avenue with paving, curb and gutter, water mains, sewer and storm drainage. (f) TWIN ECHO COURT: Begin on the west side of Section Street and run approx- imately 235 feet west and approximately 180 feet north with paving, curb and (gutter, water mains, sewer and storm drainage. (g) SOUTHERN RUN: Begin at the end of the existing pavement on Southern Run and run approximately 380 feet south to the north side of Echo Lane East with paving, curb and gutter, water mains, sewer and storm drainage. (h) CORTE COURT: Begin on the north side of Echo Lane East and rim approxi- mately 205 feet north with paving, curb and gutter, water mains, sewer and storm drainage. (i) ECHO LANE EAST $ WEST: Begin at Station 6+35 and run approximately 718 feet east and approximately 344 feet south with paving, curb and gutter, water mains, sewer and storm drainage. (j) COMMERCIAL PARK DRIVE: Begin at the end of the existing pavement and run approximately 461 feet soutH to the north side of Middle Street with paving, curb and gutter, water mains and sewer. ALSO, alleys on the east and west sides of Commercial Park Drive, each beginning on the south side of Nichols Street and running approximately 896 feet south to the north side of Middle Street with 20-foot wide pavement only. Section 2. That the general character of the improvements to be made and the material's 1 to be used are: STREET PAVING, - Shall be 25 feet wide and constructed with 8 " compacted CURB $ GUTTER sand clay base with bituminous prime coat and 12" bituminous plant mix pavement (Type 416A) with 61'x22' concrete roll type curb and gutter. (STORM DRAINAGE - Shall be constructed with concrete type-S inlets and rein- forced concrete pipe and/or culverts. SEWERS - Shall be constructed with 8" PVC, VC, and/or 8" ductile iron pipe with concrete manholes, 4" sewer laterals, 300 gpm pumping station, and 8" PVC force main. WATER MAINS - Shall be constructed of 6" or 8" PVC with fire hydrants, valves and necessary appurtances. I Imp " 1. No. 4� �:2 , page 2. Section 3. That the full details, drawings, plans, specifications and surveys othe above described work and estimates which have been prepared by Moore Engineering Company, the duly appointed Engineering Consultants for the City of Fairhope, have been fully considered and studied by this Council and hereby are adopted. Said details, drawings, plans, specifications, surveys and estimates are on file in the office of Moore Engineering Company, 555 North Section Street, where property owners who may be affected by such improvements may see and examine the same. Section 4. That the improvements hereinabove described shall be made in accordance with the grades heretofore established by ordinance and according to the full details, drawings, plans, specifications and surveys of said work and estimates herein adopted, all under the supervision of Moore Engineering Co. Section 5. That the cost of constructing said improvements shall be assessed ag inst the property abutting on the portions of the streets so im- proved, provided: (a) That the cost of improving any intersection or any part thereof shall be assessed against the lots or parcels of land abutting on each of the streets, avenues, alleys or other highways so intersecting for a half block in each direction therefrom; provided that for the purpose of computing assessments, no block shall be considered as extending more than 1,000 feet from any inter- section so improved. (b) That the cost of curbing and guttering on street and avenue corners shall be assessed against the lots or parcels of land abutting on or nearest to said improvements, and the cost of curbing and guttering at the intersection of any alley with a street, avenue or other highway shall be assessed in fair pro- portion against the respective lots or parcels of land abutting or cornering on the alley at such intersection. (c) That no assessment shall exceed the cost of the improvements or the increased value of such property by reason of the special benefits derived from such improvements. Section 6. That the City Council shall meet on the 22 day of March, 1982�-30 o'clock P.M., at the City Administration Building, 387 Fairhope Avenue, in the City of Fairhope to hear any objections, remonstrances or pro- tests that may be made against said improvements, the manner of making the same or the character of materials to be used. Section 7. This ordinance shall be published once a week for two consecutive wee s�Fe_ EASTERN SHORE COURIER, a newspaper published and of general cir- culation in the City of Fairhope, the date of the first publication to be not less than two weeks before the 22 day of March, , 1982. Section 8. A copy of this ordinance shall be sent by certified mail, postage prepaid, to the persons last assessing for City taxation the property which may be assessed for said improvements, at their last known addresses, said notices to be so mailed by the City Clerk not less than ten days prior to the 22 day of March , 1982.
