HomeMy WebLinkAboutO-687AN ORDINANCE TO PROVIDE FOR CERTAIN D14PROVIIMENTS ON SECTION STREET, MIDDLE STREET, LINCOLN STREET, VOLANTA AVENUE, FAIRLAND AVENUE, WIS- TERIA STREET, SCHOOL STREET, LIBERTY STREET, TWIN ECHO COURT, SOiTEERN RUN, CORTE COURT, ECHO LANE EAST & WEST, AND COMMERCIAL PARK DRIVE (IN- CLUDING TWO ALLEYS) IN THE CITY OF FAIRHOPE, ALABAMA. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE, ALABAMA, as follows:i Section 1. That the following described streets in the City of Fairhope shall' be Fr_o_vec�as hereinafter provided between the respective terminal points hereinafter set forth: (a) SECTION STREET: (sewer line) Begin at the NE corner of the Baldwin County 98-Alabama Hig way 104 intersection and run west & south into Volanta View SubDivision with force main to intersection of Section St. and Volanta Ave.i Approximately 2000' of line and one 300gpm pump station. (b) MIDDLE STREET: Begin on the west side of Greeno Road and run approximates 1,308' with paving and curb $ gutter to the east side of Ingleside Avenue. (c) LINCOLN STREET: Begin at existing pavement on Lincoln Street and run approximately 1' south with paving, curb & gutter, and sewer to Winn Street. (d) VOLANTA AVENUE: Begin approximately 100 ft. east of Section Street and run approximately 1,400' on north side only of Volanta Avenue with curb & gutter' (e) FAIRLAND AVENUE: Begin on east side of Section Street and run east approximately 1,050' with paving, curb & gutter, sewer line, and storm drainage. (f)'WISTERIA STREET: Begin at existing pavement and run south approximately 230' with paving an curb & gutter and tie in to proposed Fairland Avenue. (g) SCHOOL'STREET: Begin at existing pavement and run south approximately 190' with paving and curb $ gutter and tie in to proposed Fairland Avenue. (h) LIBERTY STREET: Begin on south side of Fig Street and run south approx- imately 550' with paving, curb & gutter, and storm drainage (i) TWIN ECHO COURT: Begin on west side of Section Street and run west approx imately 235' and north approximately 180' with paving, curb & gutter, sewer line, and storm drainage. (j) SOUTHERN RUN: Begin at existing pavement and rum south approximately 380' to proposed --Echo Lane East with paving, curb & gutter, sewer line, and storm drainage. (k) CORTE COURT: Begin at north side of proposed Echo Lane East and rum north approximately 205' with paving, curb & gutter, sewer line, and storm drainage. (1) ECHO LANE EAST & WEST: Begin at Stake 6+35 and run easterly and southerlyI approximately 1,0 2' with paving, curb $ gutter, sewer line, and storm drainage.) (m) COMMERCIAL PARK DRIVE: Begin at existing pavement and run approximately 461' south to proposed Mid le Street with paving, curb & gutter and sewer; ALSO, on alley to east and alley to west of Commercial Park Drive, each running from proposed Middle Street to Nichols Street, paving only for a combined approximate total of 1,792 feet. Section 2. That the general character of the improvements to be made and the materi— a� is to be used are: STREET PAVING, - Shall be 25 feet wide and constructed with 8" compacted CURB $ GUTTER sand clay base with bituminous prime coat and 12" bituminous plant mix pavement (Type 416-A) with 6"x22' concrete roll type curb and gutter. STORM DRAINAGE - Shall be constructed with concrete type-S inlets and rein- forced concrete pipe and/or culverts. SEWERS - Shall be constructed with 8" PVC, VC, and/or 8" ductile iron pipe with concrete manholes, 4" sewer laterals, 300 gpm pumping station, and 8" PVC force main. That the full details, drawings, plans, specifications and surveys of the above described work and estimates which have been prepared by Moore Engineering Company, the duly appointed Engineering Consultants for the City of Fairhope, have been fully considered and studied by this Council and hereby are adopted. Said details, drawings, plans, specifications, surveys and estimates are on file in the office of Moore Engineering Company, 555 North Section Street, where property owners who may be affected by such improvements may see and examine the same. Section 4. That the improvements hereinabove described shall be made in accordance with the grades heretofore established by ordinance and according to the full details, drawings, plans, specifications and surveys of said work and estimates herein adopted, all under the supervision of Moore Engineering Co. Section S. That the cost of constructing said improvements shall be assessed against the property abutting on the portions of the streets so im- proved, provided: (a) That the cost of improving any intersection or any part thereof shall be assessed against the lots or parcels of land abutting on each of the streets, avenues, alleys or other highways so intersecting for a half block in each direction therefrom; provided that for the purpose of computing assessments, no block shall be considered as extending more than 1,000 feet from any intersec- tion so improved. (b) That the cost of curbing and guttering on street and avenue corners shall be assessed against the lots or parcels of land abutting on or nearest to said improvements, and the cost of curbing and guttering at the intersection of any alley with a street, avenue or other highway shall be assessed in fair pro- portion against the respective lots or parcels of land abutting or cornering on the alley at such intersection. (c) That no assessment shall exceed the cost of the improvements or the increased value of such property by reason of the special benefits derived from such improvements. Section 6. That the City Council shall meet on the 4th day of February, 19823, at 5:30 o'clock P.M. at the City Administration Building, 387 Fairhope Avenue, in the City of Fairhope to hear any objections, remonstrances or pro- tests that may be made against said improvements, the manner of making the same or the character of materials to be used. Section 7. This ordinance shall be published once a week for two con- secutive weeks in the EASTERN SHORE COURIER, a newspaper published and of ge circulation in the City of Fairhope, the date of the first publication to be not less than two weeks before the 4th day of February, 1982. Section 8. A copy of this ordinance shall be sent by certified mail, postage prepaid, to the persons last assessing for City taxation the property which may be assessed for said improvements, at their last known addresses, said notices to be so mailed by the City Clerk not less than ten days prior to the 4th day of February, 1982.
