HomeMy WebLinkAbout11-14-2022 City Council Work SessionSTA TE OF ALABAMA COUNTY OF BALDWIN )( ) ( The City Council met in a Work Session at 4:30 p.m ., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 14 November 2022. Present were Counci l President Jimmy Conyers, Councilmembers: Jack Burrell (arrived at 4:35 p.m.), Corey Martin (arrived at 4:35 p.m.), Jay Robinson, and Kevin Boone, Mayor Sherry Sullivan, City Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks. Counci lmember Boone was absent. Counci l President Jimmy Conyers called the meeting to order at 4:35 p.m. The following topics were discussed: • The first item on the agenda was the Discussion of Fairfield Subdivision and Flood Study. Building Official Erik Cortinas addressed the City Council and explained that in 2019 Cowpen Creek was designated as flood zone by FEMA . He mentioned a possible grant for the mitigation but the study is needed first to mitigate flood zone. Mr. Cortinas said Fairfield Place backyards meet in the middle of Cowpen Creek. (See attached handout) Mayor Sullivan said this impact s Founders Park and Colony Park. Counci lmember Burrell questioned what would happen downstream to other properties; i.e. Boothe Road. Mr. Cortinas mentioned it begins at Song Grove Subdivision and Boothe Road Bridge on out through Fairfield into lake. Public Works Director Richard Johnson said the study wou ld begin at Winn Dixie pond which is the beginning of the watershed. Council President Conyers said he does not want to take on responsibility from now or to obligate the City. Mr. Johnson replied they must maintain system after placed. Councilmember Martin questioned how much this would cost. Mr. Johnson said it would have to be bid out and then we would know the cost. • Counci lmemb er Martin gave a Tree Committee update and mentioned Arbor Day. He said the Committee wants to give out "native trees " and wants the City to give them money for same. Councilmember Martin said the Fairhope Environmental Advisory Board wants the City to plant native trees. Counc ilmember Burrell questioned removal of popcorn trees and camphor trees in the City. • Councilmember Robinson said there is a Historic Preservation Committee on Wednesday morning. Counci l President Conyers briefly went through the Agenda Items and who would exp lain if needed. Monday, 14 November 2022 Page -2- • Golf Director Bobby Hall addressed the City Council regarding night light golf, veterans, and baseball alumni. He said the Golf Course is in great shape. • IT Director Jeff Montgomery addressed the City Council regarding Agenda Items No. 26 and No. 27; and answered any questions if needed. • Gas Superintendent Jeremy Little addressed the City Council and gave an update on the Leak Survey and said it would take six to eight months to complete. He explained Agenda Item No. 25; and answered any questions if needed. Mr. Little said the item is over budget but said other budgeted items have come in $16,000.00 under budget. • Water and Wastewater Superintendent Jason Langley addressed the City Council regarding Agenda Items No. 12 and No. 22; and answered any questions if needed. He said lead times for supplies are getting better. Councilmember Burrell thanked Mr. Langley for reaching out for more bids . • Community Development Director Paige Crawford addressed the City Council regarding Agenda Item No. 20; and answered any questions if needed. She mentioned America Recycle Day ; Lighting of Trees Celebration; Movie in the Street; and Downtown Christmas Open House. • Public Works Director Richard Johnson addressed the City Council regarding Twin Beech lights; Gayfer tum lanes ; Forestry Management Plan for the Triangle property; and Volanta at U. S. 98. He explained Agenda Items No. 15, No. 16, No. 17 , No. 18, No. 23 , and No. 28; and answered any questions if needed. • Human Re sources Director Cory Pierce addressed the City Council regarding the Baldwin County Job Fair at Daphne Civic Center. • Building Official Erik Cortinas addressed the City Council regarding Agenda Item No. 21 ; and answered any que stions if needed. • Special Projects and Grant Manager Jessica Walker addressed the City Council regarding Agenda Item No. 15 , No. 16 , No. 17 , and No . 18 ; and answered any questions if needed. • City Attorney Marcus McDowell addressed the City Council regarding Agenda Item No. 29; and answered any que stions if needed. • Planning Director Hunter Simmons addressed the City Council regarding Agenda Items No. 6 through No. 11 , No. 13, No . 14 , and No. 24 ; and answered any questions if needed . He said the recommendation for Agenda Item No. 8 was to remand the request back to Planning Commission or Planning Director. Council President Conyers stated the Council may want to move Agenda Items No. 30 through No . 34 and address after Agenda Item No. 5.
